A detailed technical evaluation is required for those procurements where QCBS method is used, that is, for input- and performance-based contracts. The technical evaluation committee should carry out the evaluation using a scoring matrix.
\nDuring the technical review, the committee may ask the bidder for clarifications or request the bidder to submit additional documents related to past work or administrative documents for Permanent Account Number (PAN), Temporary Account Number (TAN), GST, and income tax return (ITR) (non-submission of such historical documents during the bid submission process will not disqualify any bidders).
\nFinancial evaluation<\/strong>: Financial bids (also known as commercial bids) should be opened at a designated time by the bid opening committee in the presence of bidders\u2019 representatives (whose nonattendance cannot be the cause of disqualification)
\n\u2022   For input-based and performance-based contracts, financial bids are opened for only those agencies whose technical bids have passed the technical evaluation.
\n\u2022   In case of fee-for-services (FFS) contracting, where LCS method is used, the financial bids are opened for all those bidders who have met the minimum eligibility criteria.
\n\u2022   No change\/amendment is acceptable in the financial proposal.
