Securing the funds

Securing funds means applying for the budget allocation for the planned activities related to TB elimination under National Health Mission Program Implementation Plans. 

• The key priorities should be aligned with the National Strategic Plan guidance document and the budget heads of NTEP should be aligned with the Financial Management Report (FMR) codes of NHM. 

Securing Funds Requirements during NHM PIP Preparation: 

• The PIP format contains the information related to proposed activities and respective budget requirements to complete the deliverables. Each component would be correlated with the list of component wise indicators for physical deliverables set by program division.

• Align the budget heads of NTEP with the Financial Management Report (FMR) codes of NHM. The budget heads of NTEP include Drug Sensitive TB, Nikshay Poshan Yojana, PPP, Latent TB infection, Drug Resistant TB, TB Harega Desh Jeetega Campaign, and State specific initiatives and innovations2.

• Consolidate the DHAPs to prepare a State Programme Implementation Plan (PIP), which spells out the strategies, budgetary requirements and health outcomes aimed for by the state/UT under NHM funding. 

Securing Funds Requirements after NHM PIP Approval:

• The release of the fund is based on approved RoP, submission of provisional utilization certificates, clearance of pending state share, and transfer of central grants and Pace of utilization of funds released earlier. 

• The timely submission of the required details as per State specific financial norms, will fast-track the release of the grants (fund) to the respective accounts of the State health and district health society / sub committees. 

Apart from NHM PIP, State should explore the other programs where the funds can be secured such as State Budget, 15th financial commission, PM- Ayushman Bharat Health infrastructure Mission (PM-ABHIM), Patient management through PM Jan Aarogya Yojana (PMJAY), Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), CSR resources etc.
